I purchased these hats and the rubber band didnt expand enough to fit on any of the kids even tho the kids ages are 1-2. We ended up throwing them. WASTE OF MONEY!!!

I am pleased with my purchase with one exception....these hats did NOT come assembled. I have never purchased party hats that I had to fold, insert tabs and the rubber string. A few ripped and needed to be taped.
