Yes the horns are too large for the holes in the cardboard but if you just twist the cardboard left and right gently while lowering the cardboard all the way down it fits perfectly snug so they dont slip off. The kids loved running around making noise! These are so bright and colorful!

The horns are too small to fit the size of the JoJo circles. They rip when you try and fit them on like in the picture. I ended up using them as tags on my loot bags. The horns are great though because they are plastic and don't fall apart like the cardboard ones.
